When you search for limo service near you, Google returns whatever paid the most for ads — not the best-operated fleet. Most small operators have one or two cars and no backup plan if a vehicle breaks down on your wedding day.
Here's what actually matters.
Check for Proper Licensing First
Illinois requires every livery operator to hold a PUC (Public Utilities Commission) permit. Ask any company for their PUC number before you book. If they hesitate or claim it's not required, hang up.
For Chicago proper, the city's Business License system should show an active "Public Passenger Vehicle" license. You can verify at chicago.gov/city/en/depts/bacp.

Fleet Size and Age Matter
A company with three cars cannot handle a corporate account, a wedding, and a concert pickup on the same Saturday night. If something goes wrong (flat tire, vehicle issue, sick driver), what's the backup?
Look for:
- 10+ vehicle fleet: Enough to guarantee availability and provide backup
- Vehicles under 5 years old: New enough to be reliable, old enough to have shaken out issues
- Variety: Sedans, SUVs, stretch limos, and party buses from the same operator means one booking relationship for any occasion

Flat Rate vs. Hourly — Know What You're Paying
Airport runs should be flat rate. You should know the price before you book, with no surprises for traffic or a longer route.
Hourly billing works for events where timing is uncertain — weddings, proms, wine tours. But get the minimum hours in writing and understand what triggers additional charges.
Watch for:
- Fuel surcharges added at checkout
- Gratuity "not included" buried in fine print
- Hourly minimums that weren't disclosed upfront

A black car service is only as good as its drivers. Ask:
- Are drivers employees or contractors? (Employees = better training accountability)
- What background check do they run?
- What's the uniform/presentation standard?
- How long have drivers been with the company?

- "Different car than booked" (bait and switch is common)
- "Driver didn't know where to go" (GPS dependency, no local knowledge)
